Why Phenomenology in Social Welfare Qualitative Evaluation?: Focusing on the Justification and the Approach According to the Competence of the Practitioner

Abstract
In recent years, interest in evaluation by qualitative research methodology has been increasing in the area of ??social welfare practice. However, the problem is that despite the diversity of qualitative research methodologies, there is no discussion about what justifications they have for evaluation. In addition, although field practitioners have to propose practical alternatives according to their individual capabilities, the majority of the studies have published qualitative evaluation results by experts. Therefore, this study presents three major points. First, I tried to present justification for why phenomenology in social welfare qualitative evaluation. Second, this paper suggests a theoretical alternative to how to conduct qualitative evaluation in social welfare programs from a phenomenological perspective. Third, a practical case on how to conduct phenomenological qualitative evaluation according to the competence of individual practitioners was presented. The implication of this study suggests a way to perform qualitative evaluation from a phenomenological perspective depending on the individual competency of the practitioner, so it is expected that the field application is likely to be high, which will contribute to enhancing expertise.
